Yes; I think we need to identify those first, before publishing a
charter with those goals, or just give that up for now as a goal and
wait until people either step forward or forget about the problem.

That seems mostly fine to me, presuming we don't find any
victi^Wvolunteers for the document-updating effort.
As coincidence would have it, here's what I spent my vacation day
yesterday scratching out ...
Recommendations for future working group efforts:
- Write update for RFC 1332, removing IP-Addresses, adding
informative references to Proposed Standard RFCs 1144 (002d
hex), 3241 (0003 hex), and 3544 (0061 hex) for the header
compression methods, and removing Appendix A.
- Write applicability statement (see RFC 2026 section 3) for
IPCP, with IP-Address option 'Required' for all links (I
believe the "only on dial-up" phrase in Appendix A was an
error), and IP-Compression-Protocol option 'Elective' and
intended for low-speed links, and noting that application-
protocol specific extensions (such as DNS server addresses
and the like) should be implemented using DHCP extensions
rather than IPCP options.
- Advance the new IPCP to Draft Standard. Need references for
implementations (shouldn't be too hard).
- Consider reclassifying RFC 2153 as Proposed Standard.
- Look over the MIBs (RFCs 1471-1474). I think they're mostly
out of date and incomplete. Each needs a rewrite to get to
Draft Standard.
- Consider writing a new Proposed Standard version of PAP to
complement RFC 1994. I don't think that we're served well
by leaving this out, and there are certainly important cases
in which it's useful.
- What to do about RFC 2125 (BACP)? Do we have evidence that
this is worthwhile retaining on standards track, or should
it be made Historic?
- How about ECP (RFCs 1968, 2419, 2420)? What implementations
exist?
- Advancing non-IP NCPs (RFCs 1377, 1378, 1552, 1762, 1763,
1764, 2043, 2097, 3518) along standards track -- need
reports of implementation and interoperability.
- Advance PPP over X (RFCs 1598, 1618, 1973, 2363, 2364, 2615,
3255, 3336, 3337) along standards track -- need reports.
- The rest (1553, 1570, 1663, 1962, 1989, 1990, 1994, 2484,
2823, 3153, and 3544)
