That'd certainly be fine with me. In fact, I believe I suggested the very same thing when it was proposed. It doesn't seem to belong in PPPEXT. What I think needs to be fixed here is EAP, not PPPEXT. EAP isn't accepting per-method drafts yet. (And perhaps not at all.
