New WG co-chair

Folks-

 This note announces a management change for the PPVPN WG, effective
 immediately.
 
 I have asked Loa Andersson to step up as PPVPN co-chair and he has
 accepted this position. He will be replacing Marco Carugi, whom I
 would like to thank for his efforts in forming the WG and taking it
 to the point it is at today.
