It looks one of the implications of such addition to
the charter is the ability to support services and
solutions related to IPLS (or IP-only interworking). 

Maybe instead of debating the level of transparency
or trying to define it, why not just include in the charter a statement
that allows the wg to develop "IP-only" or "IP-optimized" L2VPNs 
services in addition to basic l2vpn services.

Not sure what you mean by "interworking" here but if you
mean coordinate with ieee, the answer is yes.
