i just submitted draft-heinanen-radius-pe-discovery-04.txt to
internet-drafts editor.  it fixes several of the issues that were
brought up last month on the mailing list.  the ones that i didn't take
into account were the ones i didn't think were good ideas.

since i have retired from my job at song and don't anymore have a
sponsor for this work, someone else would need to adopt the draft if is
going to be worked on in the future.
