Nos of Labels in CE

Hi,
Suppose there is an ingress edge router which has 2 interfaces and it has a nos of
networks (basically different routes) which are reachable through these interfaces. 

Will this router allocate 2 labels (distinct for each interface) and advertise these
different routes using these 2 labels OR will it allocate as many labels as the number of
routes and then advertise to other PE routers using BGP?

I assume that we would generally always go in for the former approach and not the latter.
Is that true?

And under what scenario will one want to advertise a unique label for each route?
Carriers over Carriers, etc?
