IMO that means running some sort of SQL statement over the database  
and then sending the registrar a bill for the output. This would also  
encourage registrars to maintain proper records about the domain names  
they supposedly manage. :-)

It's not clear to me an EPP hook is necessary to solve this issue. I  
wonder too about the practicalities of this sort of EPP transaction if  
GoDaddy's asking Verisign (to pick a registrar and registry not quite  
at random).
