It does not matter what the mechanism is, as long as _all_ registries use _exactly_ the same mechanism. Whether epp is used or not is secondary, and from my perspective (with a registrar hat on) up to the registries. Choose whatever you want, but ONE solution. And then make the specification of that list that _everyone_ use made public.
