YMMV, but there may a fundamental difference of interests between registrars selling VGRS inventory and hoping to cover as many other protocol-and-logically distinct sources of inventory at the lowest cost and registrars (possibly co-owned by registry market entrants) hoping to cover some distinct sources of inventory, and incidentally also selling inventories for which protocol-and-logic clients exist. Consensus among legacy-centric-registrars isn't in itself attractive to a registry operator sharing no fate with legacy registry operators, and adequately served by OT&E interoperable registrars.
