This is probably going to happen anyway (I can hear various registrars
groaning in pain: I feel your pain!). Various registries have different
extensions baked into their gTLD applications. They can't be changed
without cost, risk, or delay.

Wil and I (and later Jim) have been advocating development of a single
EPP extension for registry launches since 2011 or earlier: some of you
may recall a meeting we organised at the 2011 ICANN meeting in San
Francisco. We had some interest but obviously not enough to gain any
momentum, which is unfortunate.

Given that there will probably now inevitably be fragmentation, the most
important issue to re-use as much as possible between competing
extensions. That's why we now have an extension-agnostic draft to
describe signed mark data. This won't take away the pain, but it might
help sooth it a little.
