This is not the general case, so your statement is biased.
In .nl, there is a contractual relationship between registrant and
registry.
The role of the registrar is to offload administrative burden of the
registry, the registrar acts as an administrative agent for the
registrant. But technically there is always the parent-child
relationship between registry and registrar in the form of a DNS
delegation, so legally (at least in our jurisdiction) it cannot be
denied that a registry is offering a service to a registrant.
