Wouldn't the fee for the launch application simply be the <create> fee?
I suppose an optional "phase" attribute could be added to the
<fee:action> element, e.g.:

<fee:action phase="sunrise">create</fee:action>
<fee:action phase="landrush">create</fee:action>

ISO 4217 includes the special purpose "XXX" code for non-currency
transactions. I think this would suffice for this purpose, but the draft
could be updated to specifically refer to it.
