[Pals] What is the access procedure for the normative referenc es for draft-ietf-pals-ple reviewers?

Hi Authors,
I was wondering how to access the normative references that are behind a pa=
ywall.
In the shepherd write-up is mentioned "Those concerned with the detail of t=
his draft would have access to those
specifications."
I do not have access to these documents, unless i buy them. I suspect that =
IETF LC reviewers may not have access either.
How do you expect to progress this work? Is there a procedure for access du=
ring the review process?
I'll set the sub-state of this document to "External Party" to agree upon a=
n access procedure, at least during review cycles for reviewers.
