Architecture draft resolution

Everyone,

Speaking as WG chair ...

Based on what I described in Vienna, here is the direction
for resolution of the shared resource issue that is the
last open issue on the architecture draft:

In addition to restoring ddp_post_receive, the earlier
definition of post_receive needs to be expanded
to allow for under-provisioning. That is:

a) a single buffer may be enabled on multiple streams.
b) under-provisioning creates potential problems with resource
    exhaustion. Local interfaces should provide some method for
    handling this. (Thunderous silence in the architecture draft
    on what these mechanisms might be).

A -03 version of the architecture draft will be prepared in
accordance with this and forwarded to the ADs in the near
future
