But by that time all the inferior solutions force-bundled
into L4+ thru L7 solutions will prevent an improved L3
solution from being used.

Layering is good. That is why this group went to such
pains to define RDMA over IP as being *cleanly* over
the LLP and refused to allow implementations that only
worked when TCP segmentation was maintained.

If IPsec is to be required it will essentially mean that
RDDP is layered when it adds cost to the implementation,
but is expected to rototill itself with IPsec to add even
more cost.
