There are two areas of update here:

1) Session Control messages were brought more closely
   into alignment with the most recent MPA draft.  This
   includes explicit differentiation of Peer vs. non-peer
   rejects, and limiting Private Data exchanges to a single
   round.
2) Explicitly deals with small PMTUs by allowing SCTP layer
   fragmentation under these extreme circumstances.   The
   prior draft would have required IP fragmentation to deal
   with small PMTUs

The other 99% of the draft is unchanged.
