RE: startup behavior of MPA

The sender of the request has no way of interpreting the FPDU as an FPDU because it is still in TCP streaming mode until after it has received the MPA Reply frame.  Since the requester is expecting the MPA Reply frame, it will interpret the FPDU as if it was an MPA reply, determine that the reply is invalid, and then terminate the connection.
