No IPS or RDDP meeting in Vancouver

The ips and rddp WGs will not meet in Vancouver in December,
as there are no active drafts in either WG - all of our
drafts are in the RFC Editor Queue.

For those wondering when the RDDP and iSER drafts will
emerge from the RFC Editor's queue, the answer should be
"soon."  The SCTP ADDIP draft that was blocking these
drafts (due to a normative reference) has been sent to
the RFC Editor, and I've seen recent email indicating
that the RFC Editor is actively editing the RDDP drafts.
