RMON-2 update

Hi Steve,

It does not appear that I (or anyone else) has time to work on additional
TimeFilter examples, so we need to complete the RMON-2 update with
the latest TimeFilter text I sent to the WG  mailing list (I think 2/8/05).

Please complete an update as soon as possible.  This is the only item left
on the WG to-do list.
