revised FCAST I-D

Everybody,

I've also submitted a revised FCAST I-D, as a WG Item document
(it still needs to be approved as a -00 document, so it's not yet publicly
available).

The main differences WRT previous version concern the security
section. I've updated this section to add a "Minimum Security
Recommendations" similar to that of FLUTE, and in line with both
ALC and NORM recommendations.
It's now ready for an official WGLC.
