EXP2ST: Guidance on Uniqueness of a TSI for a "large amount" of time - for LCT/ALC

LCT specifies that a TSI should be unique to a sender for a large amount of time. This is very open and could lead to non-interoperability for some situations. It would be helpful to suggest that this be in the order of months or longer (in LCT PS).
