draft-ietf-rmt-fec-bb-revised-03 does contain this text and I just
submitted (yesterday) the following new versions which also contain this
text:

draft-ietf-rmt-bb-fec-basic-schemes-revised-02
draft-ietf-rmt-bb-lct-revised-02
draft-ietf-rmt-pi-alc-revised-02

In all four cases it's just a couple of paragraphs in the introduction,
not a separate section.

Hi, all,

Coming out from my usual behind-the-scenes location.. :)

I don't think there were any comments on Lorenzo and Mark's
common language for the drafts.  I think the language is great.

I've only looked cursorily, but I think that the revisions 
so far don't have it.  Those of you finishing or re-doing this
weekend could put it in the spot where the old docs have the
Statement of Intent.

I'd like to propose the following text that Mark Watson and I have
come up with, please comment. The text should probably be included in
the introduction.

This specification contains part of the definitions necessary to
fully specify a Reliable Multicast Transport protocol in accordance
with RFC2357.

RFCxxxx contained a previous version of this specification, which was
published in the "Experimental" category. It was the stated intent of 
the RMT working group to re-submit this specification as an IETF
Proposed Standard in due course.

This Proposed Standard specification is thus based on RFCxxxx updated 
according to accumulated experience and growing protocol maturity
since the publication of RFCxxxx. Said experience applies both to this  
specification itself and to congestion control strategies related to
the use of this specification.

The differences between RFCxxxx and this document are listed in Section
X.
