Packet Classification is a part of RoHC??????

Hi all,
In RoHC Implementation based on RFC - 3095 / 4995 , Does the Packet
Classification for RoHC specified in RFC, is a Normative or an Informative?
i.e., Does the Packet Classification is a part of ROHC?
Do we need to include Packet classification in RoHC Component or to
be excluded from it?
Can anyone help me out ...
