Query regarding ROHC-TCP/IP LSB Encoding

Hi ROHC er's,
With Reference to RFC 4997 (TCP-FN) [Page.28],
what does the "candidate set" means w.r.t LSB encoding algorithm. Does it
mean that a window of reference values has to be maintained at the
compressor side ? If is it so, what is the difference between WLSB and LSB
algorithms ?
