Reject Flag in ASAP_REGISTRATION_RESPONSE

There is no need for this flag anymore since the reject with warning has been removed from the drafts.

So the suggested changes would be to:
1) Delete reject flag from MsgFlags field of ASAP_REGISTRATION_RESPONSE message and text below.
2) Modify "Operational Error" text to the following "This optional TLV parameter is included if an error or some atypical events occurred during the registration process.  If the registration was successful this parameter is not included."
