An I-D certainly is as good as a GitHub page for Section 4.6 of RFC 8126 (“Specification Required”). Of course, any specific registry may have expert instructions that go beyond that section, but if they treat an I-D less favorably (*) than a random GitHub page I’d have my doubts about the group that made up those instructions.
