(I'll try to have better subject lines for the different threads.)

I think letting a registry DE decide if Internet-Drafts are acceptable isn't right. It's subject to change when the DE's change (hey, it could happen) and should really have a larger consensus than just one or two individuals. I think the text should (penultimate paragraph in Section 3.3) should say something like "Until an IETF consensus is developed, working groups may wish to codify their views about the applicability of Internet-Drafts when when defining or updating a registry."
