I saw no such declaration. In my experience ADs are controlled
in three main ways, all of which work pretty well.

- They use self-control to do what the community want
- The rest of the IESG certainly used to be very good
   at correcting an AD if they were doing something a bit
   off - I guess this is still the case
- There's the nomcom process every 2 years and people
   can (and do;-) yell at ADs anytime

Paul is also correct that ADs are often asked to do stuff
by members of the community, and that when an AD is thinking
of sponsoring a document they generally let the community
know beforehand (I can't think of a recent exception) and in
any case have to do an IETF last call etc. so the usual
transparent IETF processes happen.

IOW, a bunch of recent messages on this thread are much ado
about nothing.
