[saag] Nudge: Recommendations in IANA registries in draft-pa ulwh-crypto-components-03

[[ Re-upping this because everyone seems to want to talk about the previous version of the draft, or something that's not in any draft, or has forgotten how to start new threads. ]]

The lead-in to the section says:
  This section needs major work. It needs to incorporate different models for
  recommendations in registries, such the differences between TLS and DNSSEC
  algorithm registries. It might have suggestions for models.

Please suggest text that about what the section might say. If you have suggestions for what the section might suggest, please say so. If you want the section to not suggest anything, please say that as well.
