Moving to standards track implies shifting of ownership for registries. We could say that, but I personally prefer to keep the charter lean. I created do have an open issue to track that question though. Moving ownership should be trivial, just a matter of words – don’t change the policy or current experts. Put that in the charter, even. I think it’s wrong for the IRTF to “own” an IETF registry, and really all we’re doing is changing the ownership.
