I read your I-D.
I was surprised by "otp-digits" being [678] only.
I think it's probably wrong to limit it like that in the *ABNF*
rather, it should be DIGITS, with the value restricted (for now) to 6,7, or 8.

I think that LABEL is the same as uri-label.  Use one term.

I believe that base32 is used so that the URI becomes case insensitive.
It's worth telling people that.

"The authors of this document believe"  ... it's good to be humble.
But, I'd just say it. SHOULD/MUST.

rfc6238 has test vectors, an you encode some of them into URIs?
