COSE met on Monday 2025-07-21

The following drafts just finished WGLC:
- draft-ietf-cose-cbor-encoded-cert -- finished WGLC and once comments are
addressed will proceed to shepherd writeup, etc.

The following drafts are nearly ready for WGLC:
- draft-ietf-cose-hpke -- had a good discussion with identified way forward.

The following WG drafts were also discussed:
- draft-ietf-cose-{sphincs,falcon} - majority of WG support continued work
on those, some people are ready to help move it forward. There were
implementation concerns for Falcon.

The following new drafts were presented to the group:
- draft-lundberg-cose-two-party-signing-algs -- had a lively discussion and
people promised to review it and report back on the ML
- draft-ochkas-cose-ascon -- had interest from the working groups and
people promised to review it and report back on the ML

The following WG drafts were not (meaningfully) discussed:
- draft-ietf-cose-bls-key-representations - it waits for
draft-irtf-cfrg-bbs-signatures and there is nothing new to discuss
- draft-ietf-cose-hash-envelope - just received the shepherd writeup and
there was nothing new to discuss.
- draft-ietf-cose-merkle-tree-proofs, draft-ietf-cose-dilithium and
draft-ietf-cose-tsa-tst-header-parameter are post WGLC and there was
nothing to discuss.
