[saag] MTC dispatch: PLANTS; PKI, Logs, And Tree Signa tures

Hi SAAG,

Following up on the DISPATCH 123 result of the Merkle Tree Certificates [1]
proposal to offset large post-quantum signatures in the WebPKI, the PLANTS
(PKI, Logs, And Tree Signatures) list [email protected] has been created.
Scope and draft charter are the first step, which we're discussing there
