Hi All,

Just to give you the context for this draft. 

I've tried to fix all of the issues that we had resolved on 
the mailing list and to indicate those where we haven't 
reached concensus (yet:-). 

Since I had to trawl the archives and there were some issues 
raised where I didn't see a clear resolution, there're probably 
a few things I missed. If you're commenting on this, can you try 
to make sure that we tackle these each in a separate thread so I
can pick 'em up more easily next time round?

I'll then do up another version prior to the cutoff date for 
Minneapolis reflecting the status at that point (towards the 
end of the month).

At that stage we should be in good shape to try to finalize even
the major issues we've left (though its interesting that everyone
ran out of steam over the holiday:-),
