This version is in response to the comments received during the last call
(mostly from myself...). In addition, there was one change not brought up
on the mailing list: In the credential download message, it is now
indicated that the credential is passed down along with a Cred-ID, e.g. a
timestamp for the credential.  Otherwise the station would not be able to
submit the timestamp in the upload request (and hence the server would not
be able to detect version mismatches).

I suggest we give ourselves one week more to study this draft, and if no
objections are heard during this period Stephen and I will submit this
document to the IESG for publication as an RFC after that.
