I see it as more a pragmatic tradeoff.  Uhh, not to put too fine a point on
it, but SACRED hasn't really taken the world by storm (this is why I started
with the disclaimer saying that I hadn't actually implemented it myself).
TLS-PSK is a trivial mod to existing TLS implementations, which seem to be
almost everywhere (I saw a report of an implementation on a smart card
recently).  Piggybacking on top of that, rather than requiring a completely
new implementation for what's already a seldom-used protocol, seems to be an
easy way to solve the problem.
