Starting the imc-schema-reg mailing list

The mailing list is now open. If people have long documents they want to be
made available to the list but don't want to mail them to everyone, feel
free to send them to me, and I'll put them on the list's Web site
<http://www.imc.org/ietf-schema-reg/>. You can then just send out a URL.
