SCMP ver 06 posted

Version 06 of the SCMP draft has just been posted. The major change in this 
draft was to revise a few of the terms (specifically the definition related 
to RFC 2119), and to move the definition of terms up before the 
requirements section (where some of the terms are used.....  'duh')....
