CARD issue tracker updated - issue#52 and #53

I added the IESG comment from Joel M. Halpern about the unit of
length in sub-options to the CARD issue tracker (issue #53).

I also added an issue that has been brough up by James
with regard to reusability of message parsing code for
protocol interfaces between MN-AR and between ARs.
Hence, the proposal was to use the ICMP option format
directly for the inter-AR protocol operation (issue #53).

Status of both issues has been set to "Text proposed".
Proposed text for #54 is already part of current
version 7.
For #53, rather a solution has been proposed. Text is
subject for being incorporated into an update of the draft.
