CARD issue tracker updated

I added two technical issues to the CARD issue tracker:

Issue 55:
How to handle identification and retransmission of lost
CARD Replies in a sequence of replies.
Proposals on how to resolve this are being added as well.

Issue 56:
Setting of sequence numbers of MN-AR and AR-AR protocol messages.
James' proposal has been added.

Furthermore, I closed old issues where text has been proposed
and no concerns have been indicated.
