I agree. We had this requirement in an earlier version of the CARD draft 
as part of the
IANA considerations section. Since these have been shortened for CTP and 
CARD and
incorporated into the consolidated Seamoby IANA allocations document, we 
should of
course keep mentioning this to avoid conflicts.

But subsequent indication about handover candidates' piggybacking 
capability is part of
the CARD procedure, utilizing the P-flag. Hence, we need the flag anyway 
and can
use it during the initial CARD handshake for "piggybacking capability 
discovery".

If there is a way to have a CARD protocol operation smoothly integrated
with FMIPv6 in the future, other means (protocol version?) could 
indicate whether or
not the full CARD operation is supported. This assumes CARD support to 
be mandatory
for future FMIPv6 versions.
