[TOLGA]For SCON case, my rational was as follows:
If SG has the ability to aggregate availability status of SCCP -which is
attached to a specific PC-  based on ASPAC/ASPAC-ACK -which uses RC for
identification-, it could use similar logic for congestion notification in
ASP=>SG direction as well.
