It would be a good idea, would it not?  Did you want to let any old ASP barge
into a recently disconnected session?

No, it doesn't have to.  It could accept a new one.  However, the ASP should
not be ASP-UP on another association to the same host.

Yes.  The SG saves the actual ASP Identifier for an association, not some
historical one.
