I don't think that SUA MUST support relaying can be concluded directly from the transport functionality of SCCP. There is no SCCP layer in an SUA-IPSP, OTOH a SUA-SG has SCCP layer. My undertsanding is: SUA-Relay ==> SG-SG for SUA (based on SCCP constructs), supports relaying. SUA-IPSP ==> Direct communication between two SUA users, does not support relaying.
