I would rather ask

1) MAY an IPSP support interworking with relaying node.
2) SHOULD an IPSP support interworking with relaying node.
3) MUST an IPSP support relaying interworking with relaying node.

By interworking with a relaying node I mean "support receiving of
DUNA, DAVA, etc."

My answer is:

1) Yes.
2) Yes.
3) Yes.

Which is not very obvious from the RFC.
