It is obvious that the initial/main purpose was to interface conventional SS7 networks -hence the "gateway" in the name-, but OTOH conceptually what SGP provides is just hosting corresponding SCCP(MTP3 for M3UA) layer for the applications on ASPs. As far as I can see it really doesn't matter whether TDM based links or IP transport is used to transfer bits and bytes.
