This can be true for the strict backhaul scenario.  It is not
necessarily true for the multiple SG as STP scenario, nor IPSP,
nor for SCCP Relay.  SUA already defines an enhanced SUA User
that can use IP addresses or Host names in called or calling
party addresses, and is thus aware of SUA.
