thank you for your answer. I agree 100% with your statements.

My intention was to stress that current SIGTRAN RFCs do not extend SS7
primitives, and as a consequence do not put any requirements on the
user applications.

In case an extension of SS7 primitives is wanted this extension shall
be documented in IETF standards. For instance the
draft-asveren-sigtran-m3uaipsp-00.txt may be the right place to
document such extensions of services that M3UA Layer provides to its
users in IPSP to IPSP scenario.
