If the SG is configured to wait for 'n' before activating the
AS, with n=2, the AS is inactive.  This is because only 1 ASP
(as identified by configuration or ASP Id) is active for the AS.

This, like case 1, only illustrates SGs with ASP identification
problems, and not AS/ASP state sharing.
