Routing Context in the M3ua ASPAC message

Hi All, In the Internet Draft of Feb, 2006 or RFC 3332, section 4.3.4.3 page 74, I don't see any phrases that match my case: When receiving the ASP Active message with an invalid Routing context because it doesn' t match what is preconfigured, and the ASP is not marked as ACTIVE yet, what should the SGP do? I believe it should just send error message with invalid routing context, and NOT responds with the ASP AC ACK. Please confirm if this is correct?
